The Housing Authority of the City of River Falls provides responsive and responsible leadership in the delivery of
housing opportunities to persons of low and moderate income.

Mission
The Housing Authority of the City of River Falls manages, maintains and facilitates affordable housing in
accordance with Federal and State Statutes. Our mission is to partner with the community to assess housing needs and opportunities and to be proactive, creative and collaborative in the development and delivery of fair, safe, sustainable and inclusive housing programs.

Strategic Plan 2011 – 2015 Goals and Objectives

Goal 1. Increase Effective Partnering
Objective: Conduct a survey of rental rates in River Falls
Objective: Establish formal and informal relationships with landlords
Objective: Define new ways to deliver housing and services over time

Goal 2. Maximize Staff Development and Efficiency
Objective: Improve staff responsibility for tasks
Objective: Revise job descriptions so that Occupancy Specialists will be Property Managers
Objective: Increase staff ability to formulate problem solving plans

Goal 3. Increase Board Development
Objective: 2 of 5 Commissioners annually attend the WAHA conference or Regional NAHRO conference
Objective: Establish and implement a performance review for Executive Director
Objective: Establish a monthly and yearly and five-year calendar for Housing Authority operations

Goal 4. Improve Management of Existing Housing
Objective: Reduce turnover time
Objective: Review lease up procedures
Objective: Develop viable waiting list for all unit types
Objective: Improve resident retention

Goal 5. Increase Access to Capital
Objective: Identify and maximize sources of income
Objective: Conduct Capital Needs Assessment for existing housing

Goal 6. Assess Community Opportunities
Objective: Increase housing stock which meets community needs
Objective: Maintain data and coordinate with City of River Falls Planning Dept. to support future development of affordable housing

Goal 7. Maximize subsidy in all programs
Objective: Maintain HUD High Performer score by monitoring HUD established performance indicators to receive maximum CFP grant
Objective: Maintain high occupancy and utilization of Rural Development subsidy by reducing unit turnover and rapidly re-renting units to well qualified applicants.
