Property Manager

Primary Purpose of Position

Under the general supervision of the Executive Director, this position is responsible for property management and regulatory compliance in assisted housing programs provided by the Housing Authority. Programs overseen by this position include Section 8 Housing Choice Voucher Program, HUD Public Housing, Multi-family and Rural Development.

Major Areas of Responsibility:

This position is responsible for move-ins, move-outs, annual & interim recertifications, annual unit inspections, enforcing lease compliance, maintaining accurate tenant records, as well as reporting to multiple Federal &/or State agencies.


This position requires strong mathematical skills, ability to use an adding machine, excellent computer skills including MS Excel, Word, and Outlook. On the Job Trainings include: HQS (HUD/Voucher inspection requirements, Tenmast (reporting software) and HUD Property Management. Previous experience in property management and any of the above government programs preferred.

This position is full time, 40 hours/week and office hours are M – F, 8:30 to 5pm. Some flexibility is possible after the training period is completed. Starting wage is $18/hr with potential of $22/hr ($1/hr increases based on skills and knowledge demonstrated). Part Time


River Falls Housing Authority is seeking a part time person to do grounds-keeping/housekeeper at multiple locations throughout the city. Work includes moving heavy objects such as stoves & refrigerators, working on hands & knees, climbing and working on ladders, operating a motorized vehicle, using power tools, etc.

Hours are 25-30 hours per week, Monday through Friday between 8:00 & 4:30 pm. There is flexibility in start & end times &/or days worked. Starting pay is $15/Hr. Raises based on abilities demonstrated.

This individual must be able to:

  • Pass a criminal background check,
  • Bend, stoop, walk, lift and carry without difficulty,
  • Work in hot, humid or cold environments,
  • Work independently, efficiently and meet deadlines.
  • Interact well with tenants, staff and vendors.
  • Drive to & from the various locations, occasionally in their own vehicle (mileage is reimbursed).

Grounds-Keeping duties include but are not limited to:

  • Walking properties daily picking up litter/debris
  • Watering/trimming vegetation, removing weeds, emptying waste receptacles, sweeping, & raking as needed
  • Inspecting/maintaining building exteriors, entries & any exterior furnishings for cleanliness & any damage (damage to be reported to maintenance)
  • Training, a detailed check list, and supplies will be provided.

Unit Cleaning duties include but are not limited to:

  • Disposing of all items left in the unit
  • Deep cleaning every room and a follow-up light cleaning before move in
  • Training, a detailed check list, and supplies will be provided.

Other duties include but are not limited to:

  • Bi-annual Deep Cleaning, all buildings
  • Snow removal during winter months
  • Be back up for the “Resident Van” driver.
